FAYETTEVILLE, N.C. -

An agreement between the City of Fayetteville and Barrington Place Apartments will allow the complex to stay open, a city spokesperson announced Thursday.

The agreement requires the owners of the complex to enhance security at the property, formerly knows as Cambridge Arms.

Two security guards must be present each Sunday through Thursday from 9 a.m. to 3 p.m. and then Friday and Saturday 8 p.m. to 3 a.m., the city said.

An additional two guards will monitor entry points for 180 days.

"Contrary to the defendant’s assertions, this has never been about the city taking the defendant's property, this situation has always been about public safety both for the residents and the general public," city attorney Karen McDonald said.

The city also said gates will be installed on the property.

The agreement also requires a more stringent rental application, background check and evictions. There will also be random apartment checks.

The city and owners of the complex have been at odds over Barrington Place due to what the city called nuisance activity that was occurring on the property. However the managers of the complex, Southwood Realty Company, contend that crime there is not as bad as the city implies.

Four people have been murdered at the complex since January -- on Jan. 20, two people were shot inside an apartment in the complex; and on May 1, two more were shot and killed inside another apartment.

Fort Bragg said service members have been prohibited since June 16 from leasing apartments in Barrington Place on a temporary basis.
