Richland Co. DSS director departs, transfers to York Co.

The leadership shake-up at the Department of Social Services continues as the director for the Richland County branch has departed in order to take a position in York County.

Elizabeth Stroup, who has more than 20 years of experience dealing with children, will transfer to York's DSS Intensive Foster Care and Clinical Services program.

Stroup had only been with the Richland County DSS officer for about a year.

Two weeks ago, state DSS Director Lillian Koller resigned from the office, saying she'd become a distraction.

Both leaders were under fire for their handling of cases involving child deaths.

Gov. Nikki Haley has even gotten involved. She unveiled what she called a "corrective action plan" for the Richland County office.

That plan includes a 20-person team that will immediately go to work on the caseload of overworked caseworker and implement a second shift for caseworkers in Richland and Greenville counties.
