KIAWAH ISLAND, SC (WIS/WCSC) - The National Weather Service is examining footage shot at Kiawah Island to determine whether a mini-waterspout or tornado formed Saturday.

Carson Holroyd was on the beach with other beach-goers when they spotted the phenomenon blowing umbrellas around the beach.

Amy Holroyd shared the dramatic video with WIS over the weekend.

The National Weather Service tells WIS news partner Live 5 News it is trying to determine whether it was a waterspout that moved on shore or a small tornado that formed on land. According to the National Oceanic and Atmospheric Administration, water spouts are not always associated with severe storm systems.

Fair weather water spouts usually form along a line of developing clouds on the surface of water in light wind conditions, NOAA's website states.
