Dash cam footage shows crash involving Cayce DPS officer

CAYCE, SC (WIS) -

No one will be charged in an accident involving a former Cayce Department of Public Safety officer who was terminated three months after the accident.

WIS obtained the South Carolina Highway Patrol MAIT investigation report that shows former Officer Christian Hines was traveling west on Highway 302 with his blue lights on shortly after 8 p.m. on Jan. 20.

Hines was on his way to an emergency call at a speed of 106 mph in a 2013 Ford Police Interceptor, said the report.

The report goes on to say as Hines approached the intersection for the on-ramp to Interstate 26, a 2001 Dodge minivan driven by Dia Doughty made a left turn in front of Hines' vehicle. Hines hit Doughty's minivan on the right rear side, according to the report.

Hines, Doughty and a passenger in the van were all transported to the hospital following the accident. Doughty told WIS that she suffered a head injury from the accident. Meanwhile, the passenger in her minivan is still recovering from back pain as a result of the accident. Cayce DPS would not give details on Hines' injuries, citing the Health Insurance Portability and Accountability Act.

Hines' highest recorded speed leading up to the accident was 110 mph, according to the MAIT report. Once Hines' vehicle hit the van, power was lost in his vehicle, including the dash camera feed.

Hines was responding to a call for help from Springdale Police Department to assist in a traffic stop after a driver rammed into the front of the Springdale patrol car and left the scene.

MAIT's investigation showed Hines and Doughty both contributed to the accident, but no charges filed.

Doughty said Cayce police have not contacted her attorney, but they filed an insurance claim against her after the accident. Doughty's vehicle and the Cayce DPS car were totaled in the accident.

Cayce DPS told WIS it did take disciplinary action against Hines after the accident, but declined to provide details of the action taken, stating, "This inquiry goes beyond the scope of information subject to our state's [Freedom of Information Act] statutes."

According to the state Criminal Justice Academy, Hines was terminated from Cayce DPS on April 30, which is the same date Cayce DPS responded to a WIS' FOIA request. A personnel change form at SCCJA says Hines was terminated for "violation of agency policy not involving misconduct." WIS tried to contact Hines, but has not heard from him as of this report.

Cayce DPS and its attorney are treating WIS' request for more details on the termination as a FOIA request and that information has not be received as of this report.

WIS will update this story as more information becomes available.
