Indictment: Boy handcuffed to porch, chained to railroad track

A Union County couple has been indicted after an 11-year-old boy was found handcuffed to a porch with a dead chicken tied to his neck last month.

The indictment against Wanda Sue Larson and Dorian Harper, which was debated before a Grand Jury in Union County on Monday, spells out some of the abuse that investigators say occurred in their home between August and November.

The couple had guardianship of the boy.

Larson was a former supervisor with the local Department of Social Services, Harper is listed as her "live-in partner."

The indictment says the boy also had been chained to a piece of railroad track in his room.

According to the court papers, the young boy once broke his wrist attempting to escape and Harper is being charged with reckless disregard for human life after he reportedly refused to get the young boy treatment for his injury.

The indictment accuses Harper of cutting the boy's face with a knife and using an electric wire to burn his face, leaving a permanent scar near his eye.

The indictments continue, alleging that Harper and Larson refused to get treatment for the boy after he suffered a severe laceration between his ring finger and pinkie which later became infected. 

The couple is also accused of "disabling" the young boy's pinkie in an attempt to maim him, doing permanent damage to the boy's hand.

Larson has been hit with charges of neglecting to report child abuse and provide aid and protection to an abused child.

The indictment also lays out charges of animal abuse that reportedly happened at the home.

The couple faces 21 charges.

WBTV has attempted to reach attorneys representing Harper and Larson, but we have not received a response.
