CAVE CREEK, AZ (CBS5) -

A 2-year-old boy was killed after being run over by a recycling truck in Cave Creek Wednesday afternoon, Rural Metro said.

The accident involving a Waste Management vehicle occurred in the area of 32400 N. 40th St. near Cave Creek Road and Carefree Highway just after 4 p.m.

Maricopa County Sheriff's Office spokesman Brandon Jones said the boy's mother watched the incident take place.

Jones said that there were six children outside playing with the victim at the time.

The child was seen by his siblings trying to get out of the way of the truck but in the desperate attempt he stepped on a piece of a cholla plant, Jones said. 

The 2-year-old boy stopped to get the cactus out only to be run over by the rear wheels of the truck, Jones said. The siblings were the ones who waved the driver down to stop, Jones said.

Neighbor Sandra Murphy described it as "horrible."

"Both houses down there, they have a lot of kids running around because it's a dead end," she said.

Murphy described what drivers on that stretch of road face.

"In order for the truck to come down the street, they need a 70-foot turnaround," Murphy said. "And there is no turnaround, so they have to back up down the street."

MCSO officials said there was a trainee in the truck but that person was not behind the wheel.

Investigators don't believe the driver of the truck was impaired but they don't know that for sure.

MCSO said that Waste Management's attorneys told the men not to give a blood sample.

Waste Management of Arizona released the following statement on Thursday morning:

"Waste Management expresses our sincerest, heartfelt condolences to the family involved in yesterday's tragic accident in Maricopa County, Arizona. We are cooperating fully with the Maricopa County Sheriff's Office and other local authorities on the investigation."
