The biological father and grandmother of a nine month old infant have been arrested following a non custodial parent abduction that took place on Thursday.

The incident was reported at 6:16 p.m. when Officers responded to the 300 block of Rutledge Street, according to a news release from the Lancaster Police Department.
Officers met with a deputy and the child's mother, Keashia Foster at that location.

Foster stated that the biological father of her child, Daquavius Wade, had forcibly taken her son without her permission and was refusing to return him.

Foster stated that earlier that evening, Wade had requested that she bring the child by a friend's house so that he could see him for trick-or-treat.

Foster took the child to a Louise Street residence as requested by Wade.

She stated that while in the vehicle, an argument ensued between Wade and her.

She said that Wade then removed the child from the vehicle stating "If my momma can't see my baby, neither can your momma!"

As Foster attempted to dial 911 on her cell phone, Wade with the child in his arms, took the phone from her.

Foster then left the area, but returned a short while later in an attempt to get her son back, according to the release.

Wade returned her phone, but refused to return the child. Foster then returned to her residence and contacted the Sheriff's Office to report the incident.

A short while later the Watch Commander made contact with Tonya Ross, the mother of Daquavius Wade.

Ross stated that she knew of the child's location but would not disclose it to deputies.

Ross became increasingly uncooperative stating that she knew her rights.

Arrest warrants were obtained on Wade for Kidnapping, and on Ross for Accessory to Kidnapping after the Fact.

Officers then went to Ross's residence on Rutledge Street in Lancaster in an attempt to serve those warrants and recover the child.

Officers made contact with Ross through a locked door.

Ross was informed of the warrants for her and her son; however she refused to open the door and submit to arrest.

Officers attempted for several minutes to gain her cooperation, but to no avail.

At that time, officers forced entry into the residence.

Both Wade and Ross were taken into custody without further incident.

The child, who was located with Wade was recovered and returned Foster unharmed.

Both Wade and Ross are currently incarcerated at the Lancaster County Detention Center. Their bonds have been denied.
