A Berkeley County man was sentenced to 25 years in prison on Monday after pleading guilty to raping a woman two years ago during a home invasion while he was wearing an ankle bracelet with a GPS-monitoring device.

According to Ninth Circuit Solicitor Scarlett Wilson, 25-year-old Brandon Bannister pleaded guilty to charges of first-degree criminal sexual conduct and first-degree burglary.

Moncks Corner Police Department investigators said Bannister broke into a woman’s home early Mar. 11, 2011 and raped her, but he left his Walmart card at the scene. Police realized Bannister was out on bond from a previous offense and was wearing an ankle bracelet, which led them to him.

Satellite monitoring reports confirmed that Bannister was at the crime scene at the time of the assault. Wilson said, “This is yet another case that highlights the sham of electronic monitoring and the reason I moved to halt this sort of monitoring. [Bannister] was on bond for indecent exposure which then escalated to full blown rape while being monitored. Nobody was notified that this guy was out-and-about at a time when he was supposed to be under house arrest.”

Wilson also said the victim felt "relieved" by the sentence, and was hopeful she could finally feel safe in her own house again.

Bannister will have to serve 85% of his sentence before he becomes eligible for parole.
