Elgin councilman arrested on CDV charges resigns

The Elgin councilman arrested on charges he beat his wife resigned from town council effective March 20, according to Elgin Mayor Brad Hanley.

Hanley says Norman "Bubba" Ernst, 41, sent him his 39-word, hand-written resignation several days ago.

"I am not admitting guilt of any crime. My desire to keep the town of Elgin out the media is my motive. Thank you for allowing me to serve," said Ernst in the letter.

Ernst was arrested March 19 in Mt. Pleasant on a warrant from the Kershaw County Sheriff's Office on charges for criminal domestic violence of a high and aggravated nature. He was released on a $30,000 surety bond for that charge Thursday night, but then turned himself in to authorities Friday after SLED had a separate warrant for another criminal domestic violence of a high and aggravated charge.

Kershaw County Sheriff Jim Matthews says Ernst hit his wife with a large flashlight March 16, and his wife reported a separate assault that happened March 17. The assaults resulted in Ernst's wife being treated for her injuries at Palmetto Health Richland in Columbia.

Ernst was released from jail on another $30,000 surety bond Saturday for the second charge.

Ernst's term on town council would have ended in 2015. He was elected to the position in 2011.

The former councilman's criminal background dates back to 2001 and includes drug charges, contributing to the delinquency of a minor and unlawful use of a telephone. He was most recently arrested Jan. 30 by Kershaw County deputies for malicious injury to personal property.
