LAKE WATEREE, SC (WIS) - Kershaw County residents are upset over a tax they're paying each year for a service they're not receiving.
Floyd Hinson is owns his own septic tank, but says the county charges him $9 a year for sewer services he doesn't even use.
"It's not a whole lot of money but a lot of people is paying it," said Hinson.
County Councilman Jimmy Jones estimates 12,000 people just like Hinson pay the fee but don't use it.
"They're never going to see sewer service in their lifetime, yet they're going to pay a sewer tax," said Jones.
Jones was against the fee's proposal 5 years ago. In a 5 - 2 vote, he says county council passed the expense anyways. It requires all county residents to pay the fee in order to improve the sewer system.
"County borrowed $6 million from the state revolving fund," said Jones. "This tax is paying that debt off."
Now it's a debt Hinson must continue to pay.
"If I go down and buy a hot dog at one window, I expect a hot dog at the next window for my money," he said.
