Sumter man charged with lewd act on a minor

SUMTER, SC (WIS) - A Sumter County man has been arrested and charged with performing a lewd act on a minor.

 Authorities say the incident happened in April at the home of Michael Ragan, 33, on Churchill Drive in Sumter.

 The victim's mother did not want to be identified but told News Ten her son told her Ragan forced him to touch himself inappropriately while he watched, then she says Ragan touched him as well. 

"There's plenty of people out there, why a kid, why him?" the mother asks. 

She says she found out when her son made a sexual comment, then her daughter asked if he learned that when Ragan took him into the bedroom and locked the door. 

"Basically he was like shut-up kind of thing, he was embarrassed quick," the victim's mother says. 

She says eventually her son told her what happened in Ragan's bedroom, and then she says she saw the signs were there all along. 

"The fact he knew a lot about sex, a lot, more than most kids his age," she says. 

She has some advice for other parents. 

"Listen to your kids, watch the signs, listen for the signs," she says. 

She says she hopes Ragan will pay for what he did, but she's not sure how to deal with the situation.

 "You know you can pick up the pieces of kids making fun of you, but how do you pick up this kind of piece, how do you fix this puzzle?" she asks.

 Ragan's bond will be set in general sessions court. His mother told News Ten he is innocent and they will prove that.
