
Senator Mary Landrieu says, "The tools we have in our toolbox are not effective." The Louisiana Democrat says, "We need a new tool."
She's among a-half dozen senators visiting the region to see what extra steps Congress must take.
The federal government has allocated nearly $70 billion for relief and recovery, but Landrieu says the Federal Emergency Management Agency and the Army Corps of Engineers need big changes. FEMA hands out disaster relief and the Corps is responsible for the failed New Orleans levees.
Maine Republican Susan Collins heads the delegation. She has said there's "a growing concern about whether the money is well spent."
The senators are visiting Gulfport, Mississippi, and St. Bernard Parish, Louisiana. They'll also tour parts of New Orleans and inspect the infamous levees.
