FBI rules out terrorism in Texas plant explosion

(Texas City, Texas-AP) March 25, 2005 - The FBI has ruled out terrorism as the cause of Wednesday's blast at a Texas oil refinery. The explosion killed 15 people and injured more than 100.

Authorities say they still don't know what caused the blast but the FBI also says it does not appear there was any foul play.

The blast was the third fatal accident at the plant in less than four years. However, BP, which runs it, insists the plant is safe. Company officials say the refinery in Texas City is no more dangerous than other plants that also handle volatile compounds used to make the nation's gasoline and other fuels.

Some family members of those who worked at the refinery are still waiting to hear if their loved ones survived Wednesday's blast.

Officials are still trying to identify the dead, and the process has left some families waiting and hoping. Two sisters say they thought their brother was among the survivors but they were told Thursday that he was one of those killed.

Officials say they anticipate most of the identifications will be completed by Friday evening. However, they add some could take weeks or months and others will require DNA testing.
