DSS says laws shrink welfare rolls but increase poverty

(Charleston-AP) July 6, 2004 - Social services officials say South Carolina's 9-year-old 'welfare-to-work' laws are clearing families from welfare rolls, but social services officials say many people are slipping further into poverty.

At least 7150 adults have permanently lost their eligibility to receive monthly welfare checks since reform passed in 1995. The law allowed people to receive welfare for 24 months, if they worked or took classes. They could never again receive welfare payments.

South Carolina's welfare rolls have been cut from 50,000 families to 17,000 families.

Department of Social Services research shows many people who left the welfare system fell deeper into poverty. Three-fourths of those in the study who left welfare earned less than $8 an hour.
