
(Washington-AP) April 6, 2004 - An ominous warning from the investigators of last summer's massive blackout. They say if immediate action isn't taken, an outage like the one that affected eight states and parts of Canada could happen again.
A joint US Canadian task force says regulations should be put in place to help guarantee reliability with clear penalties for violators.
In its final report , the task force says the power industry shoulders much of the blame for last summer's outage, because it disregarded rules intended to ensure the reliable flow of electricity.
Energy Secretary Spencer Abraham says the report "makes clear that this blackout could have been prevented." The final report is similar to an interim report in November that outlined problems. Investigators say Congress failed to address them.
