Ethical questions surround Lexington House candidate's Rolex

LEXINGTON, SC (WIS) - Is it time to pay up, or was a Rolex watch a gift? And if so, why didn't a Lexington County politician and State House candidate declare it on his campaign finance paperwork?

If you've traveled through Lexington County, you can't miss Danny Frazier's campaign signs. But you've probably never seen court documents filed on Frazier's behalf in March, which essentially say Frazier took a Rolex watch worth over $5,000 as a gift from a man who he helped get a government job.

In a civil suit, Jamie Lucas claims Frazier tricked him into taking out a loan in Lucas' name for the Rolex. Lucas claims Frazier was supposed to make payments for the watch. According to Lucas, Frazier suddenly stopped paying, leaving him with the bill.

In his counter-suit, Frazier obtained the Rolex "for (his) efforts on Lucas' behalf including encouragement and support when Lucas sought and obtained employment with Lexington County." Lucas was a magistrate and municipal judge in Lexington. Frazier was and still is a Lexington city councilman.

According to the State Ethics Commission website, elected officials are clearly barred from accepting a thing of value in return for being influenced in his official capacity. The law also requires politicians to record a Statement of Economic Interests of any gift received because of his position. The watch isn't listed on Frazier's paperwork.

The head of the State Ethics Commission said he can't comment or even say whether or not they are investigating Frazier until the final disposition.

Frazier didn't want to talk on camera, and said he thinks Lucas is trying to hurt his shot at winning the house seat. Frazier's attorney said over the years, "Danny Frazier and others encouraged Jamie Lucas to take the job (as magistrate) because they thought he would be good fair and reasonable in the position." Also, that Lucas gave Frazier the watch to say thanks for the support and in celebration of his birthday.

As for not declaring the watch on his campaign finance forms, Frazier's attorney at first said he hadn't read the ethics commission policy. But if there was any problem, he said Frazier would make any effort to comply with whatever he is supposed to do. He called back and said after reading the policy, he felt confident Frazier did nothing wrong.
