(Columbia-AP) Jan. 28, 2003 - An audit of South Carolina's health agencies released Tuesday says restructuring the state's health system could save the state money and make it easier for residents to get health care.
The Legislative Audit Council report says the governor should appoint a Cabinet secretary to oversee all health and human services agencies. Five of the eight health and human services agencies are not part of the governor's cabinet.
Those departments, including Mental Health, Health and Environmental Control and Disabilities and Special Needs are run by boards who appoint agency directors.
The report says one secretary could oversee planning, budgeting and delivering services throughout the health and human services system.
